Papuaaround.com – The Papua Provincial Government has set a clear development direction for the next five years through the Regional Medium-Term Development Plan (RPJMD) 2025–2029, placing emphasis on the transformation of Papua into a smart, prosperous, and harmonious region. This strategic framework, known as Papua Cerdas, Sejahtera, dan Harmonis (Cerah), is designed to guide regional development in a structured, measurable, and sustainable manner.
The RPJMD serves as the main policy reference for provincial development and was formulated through transparent and participatory stages. The process involved close coordination between the executive branch, the Papua Regional House of Representatives (DPR Papua), and various stakeholders. Through this approach, the provincial government aims to ensure that development policies reflect both institutional priorities and community needs.
During a plenary session held in Jayapura, the Papua Provincial Government and DPR Papua formally signed the initial memorandum of understanding for the RPJMD 2025–2029. This step marked a critical milestone in the planning process and confirmed the shared commitment of both institutions to the proposed development vision.
The development mission outlined in the RPJMD covers several strategic pillars. These include strengthening responsive and accountable governance, improving the quality of human resources in an inclusive manner, and reinforcing security and social harmony across the region. In addition, the plan prioritizes inclusive economic growth based on local potential while accelerating development in underdeveloped areas.
According to provincial leadership, the RPJMD is positioned as a foundational document to ensure that development in Papua proceeds in a focused and consistent direction. By using clear indicators and long-term perspectives, the plan is expected to address future development challenges while maintaining sustainability and social balance.
Furthermore, the RPJMD has been aligned with the National Medium-Term Development Plan (RPJMN) and the Master Plan for the Acceleration of Papua Development. This alignment is intended to integrate regional policies with national programs, including affirmative policies specifically designed to support Papua’s development needs.
Strong synergy between the executive and legislative branches is considered essential in producing a planning document that not only complies with regulatory standards but also delivers substantive benefits. The collaboration is expected to result in policies that directly contribute to public welfare and regional resilience.
From the legislative perspective, the signing of the initial agreement is viewed as a strategic phase in the RPJMD formulation. DPR Papua emphasized that the plan must uphold principles of transparency, accountability, efficiency, environmental awareness, and sustainability. More than an administrative requirement, the RPJMD is regarded as a comprehensive development roadmap that will shape Papua’s progress over the next five years.
