Papuaaround.com – The Central Papua Regional Police officially launched the Zebra Noken 2025 Operation during a troop roll call held at the Nabire Police Headquarters on Monday, November 17, 2025. The ceremony marked the beginning of a two-week traffic enforcement initiative designed to enhance road safety across the province. The operation will run from November 17 to November 30, 2025.

This year’s operation involves 50 personnel from the Central Papua Regional Police and an additional 23 officers from the Nabire Police. Authorities adopted the theme, “Realizing Safe, Comfortable, and Orderly Traffic Conditions Ahead of Operation Lilin 2025,” underscoring efforts to reinforce discipline and reduce road risks as the year-end holiday period approaches.

Central Papua Police Chief Brig. Gen. Alfred Papare, S.I.K., delivered a directive emphasizing the dual objectives of the 2025 operation. He stated that the primary goals include reducing the number of traffic incidents and lowering the rate of fatal accidents within the region. He added that improving public awareness and discipline in road use remains a crucial priority for law enforcement.

During his remarks, he highlighted the traffic situation throughout the year. Based on police records, Central Papua has documented 36 traffic accidents in 2025. These incidents resulted in 10 fatalities, 10 cases of serious injury, and 20 minor injuries. In addition to the casualties, the accidents caused material losses estimated at more than 178 million rupiah. According to him, these figures serve as a collective reminder of the work that must be done to strengthen safety for motorists and pedestrians.

He stressed that the police force, together with relevant stakeholders, must continue to operate with a strong commitment to preventing avoidable accidents. He expressed confidence that coordinated efforts and a shared sense of responsibility will support the success of this year’s operation.

In line with those objectives, the Central Papua Police Chief delivered several points of instruction for officers assigned to the operation. He urged personnel to reinforce supervision on the ground and enforce the law using a humane approach. He encouraged officers to maintain a persuasive yet firm posture when addressing violations, ensuring that enforcement is both fair and preventive.

He also called for broader use of technology during the Zebra Noken 2025 operation. This includes maximizing electronic ticketing systems, enhancing static and mobile monitoring tools, and expanding data-driven traffic analysis. He noted that technology allows authorities to respond more effectively to violations and identify emerging risks on the road.

Another element of the directive focused on mapping and evaluating blank spots—areas that lack proper visibility or adequate infrastructure and therefore pose a hazard to road users. Officers were instructed to assess these points and coordinate with relevant agencies to mitigate potential dangers.

The police chief further reminded personnel to maintain physical readiness throughout the operation. He emphasized the importance of safeguarding their health, staying alert, and performing duties with optimal mental and physical conditions. Additionally, he encouraged officers to lead by example and become advocates for road safety within their communities.

The roll call was attended by senior officials of the Central Papua Police, the Chief of Nabire Police, the Nabire Regional Secretary, military commanders, and local enforcement units. Their presence demonstrated cross-agency support for the operation and the broader mission of improving traffic conditions in Central Papua.

With the launch of Zebra Noken 2025, authorities hope to strengthen public awareness, improve driving behavior, and curb accident rates across the region. The operation is expected to create momentum not only for safer travel in the weeks ahead but also for long-term improvements in traffic culture.
